If someone places a PvP Faction Base, then haven't they kinda stated they WANT to PvP? Once a PvP Base is dropped, it generates a Bounty. Higher level bases get more Bounties, but not at the same time. The Bounty cannot be taken by someone of the same Faction, and BH MUST be in a Faction. If the winner is the BH, the Bounty credits and Faction points are awarded. If the Mark wins, 10x Faction Points are awarded
