I swear this should be in the FAQ's.
It is working as intended. You need to grind some CL, or group.

what? it is not a bug.
That is the way it is meant to be...I had the same problem so I went and grinded on Dant for a few weeks to raise my CL. I am at lvl 80 and all the NPCs are lvl 54 which makes it too easy for me a few shots will kill it, which sucks because you spend all that time hunting only to fight for 1 mins.
Mind you the difficulty will increase as you climb the inv. tree.
This same thing happened to me. The thing that ticks me off is that I get one mission at a difficulty and I get 6k for killing the lvl 35 guy. Then I go out and take another mission of the same difficulty with the same payout only to find a lvl 48 guy there waiting on me. WTH is the point of difficulty ratings if they mean NOTHING at all? Honestly, remove the friggin number all together so newbies like us at least go out there knowing to expect instant death and hope for doable yellows. Put a warning on the BH terms to let people know that the rules that govern normal mission terms don't apply to this one!
This same friggin thing happened to me on my first mission...I rolled up on abig time redfor my first mission and had my speeder blown right out from under me...I was cursing 'difficulty 16 my arse!' the entire way home. Why can't the BH NPC missions follow the same rules as the normal mission terms? If I need to group cause the mark is gonna be 20 lvls higher then me...there should be some sort of newbie disclaimer there at least for the first time you log into the terms.
I took 3 missions today and for the first time ever I got missions UNDER my CL of 31. I actually got a mark that was CL 20! All 3 missions came outta Bestine on Tat. and none of them were the lowbie mark. I choose 3 missions that seemed to be middle for the payout range listed on the term. Again the diff. number listed was totally irrelavent so I've stopped looking at them all together. Seems odd to me, once again, that mobs lvl 50 would have the same difficulty and payout as lvl 20 marks.
Oddly enough I got like 145 investigation for offing the CL 20 guy...same amount as the CL 40 guy I 'did in' yesterday...even though one was yellow and one was grey. It seems silly to me that I get the same inv xp for findinga guy if he's standing 8k from the nearest city amoungstfive k. dragons...or if he's 100 meters from the terms in plain site of mein Bestine.
