I think I know what the devs are thinking..

Respec opened up alot of possibilities for all players.. And as the whining Jedi have pointed out to us, alot of people respecced to MBH. ( Me Included.)

So, maybe these changes are to "weed out" the bounty hunter population, since it grew so much during the respecs.

Yeah.. Sucks, doesn't it? :-(
