Bounty Hunter Archive

I went to the my targets wp (it was an npc) and no one was there. I tried talking to informants in the area, but they just say the won't talk, and I sent more probe droids but they just give me the same waypoint. Is there any way to "refresh" the waypoint? The only thing I can think that happened is some idiot killed him.
