SEAs cap at +25 for each mod right? So a +25 <insert a specific ranged profession> accuracy and a +25 general ranged accuracy would stack? Also, are the + to speed mods of any use at all? Which SEA mods should I focus on capping first if I want to hunt jedi someday? Thanks in advance.

Yes the specific ranged profession accuracy and general ranged accuracy stack.
Yes the Speed mods are VERY USEFULL, you shoot faster, more damage per second less health regen and healing time between shots.
Personally I used to cap speed first, now I just get what I can int he way of decent mods when they come up. Ive worked out my socket allocation per mod I have 6 mods to cap and I work on it as and when I see the opportunity.

So can you get a +18 pistol speed ca and then later get a +7 pistol speed ca and they add together or would you have to get get rid of the +18 and put in a new +25

you can use 2 mods that equal 25, just not in the same piece of armor/clothing as far as I know.

correct, I learnt this the hard way
that includes mods from non seas, for example BE healing efficiency mods, dont drop a SEA healing efficiency on the same item of clothing

I would max out accuracy mods first...
then speed....
then defense....
Dont really need Healing Efficiency mods unless you have a healing profession and even then you can get a healing shirt and bando to cover your +25 in that area.
