My buddy is an up-and-coming BH (oncl70 on level II investigation). I partnered with him and went after a jedi pc. He was unable to attack the jedi, but he got half the reward. Bug?

Not a bug. If he doesn't have Inv III then he cannot accept the Jedi PC Missions yet. You both have to have the same mission inorder to attack the Jedi unless you are both Overt/Special Forces. The mission payout was split because you were grouped. If you were in an 8 man group of novice artisans and killed a Jedi then the mission payout would still have been spilt.

no such thing as a group tef anymore.
if you want to hunt jedi with your friends, they all have to have the same mission.

I didn't think the same mission was handed out twice...how would another BH get my same mission?

Refresh and search. 5 BH's can get the same mission but it is damn near impossible for 5 in the same group to get it.
