Let me prefix that I have my own Jedi I use for testing purposes. He is a MDEF.
I have noticed lately on BH missions that I frequently run out of action in the middle of the fight. This morning in a fight I saw that the jedi I was fighting had barely dented his action pool. Now on my server with the presumable best resources available you can craft a saber down to 95-94 sac and my rifles are caped at 82 sac, puped I can get my rifle down to 58 sac.
Here is the test: I went to the beach in Kaadara and used critical shot as my special
Using a 82 sac rifle my action dropped from 100% to 86% so in essemce I used 14% of my action pool simple math and it would appear my action pool is at 580 -585 total points
Using an action pup'd 58sac rifle my action dropped to 90% hence using 10% of action pool so again simple math and it puts my total action points at around 580 points
Now the Kicker!!
When I do the same test with my Jedi and his 95 sac saber my action only drops by 8% using fourth level atacks. Using simple math that would put the available action pool of my jedi at 1180-1200 total points or it would mean that the sac on my saber is more like half of what it says in the 47sac area.
If a few more people could test this out and maybe we could figure out if this is true or I have some bugged rifles or a really sweet bugged saber. The saber isnt pre-cu I have used a couple of old saber and a few newly crafted sabers for this test so I don't think that is the situation.

hehe, quick summary of how action etc works.....
Each attack has a different action modifier (and I believe these are even listed somewhere but I don't have a link or anything, or know them by any stretch.. numbers below are an example only)
So critical shot might have an action modifier of 6... or6 times your action cost, while the attacks on your jedi might have had an action modifier of 3, thereby making it so that your action pools are actually about the same.
I don't believe that any of your weapons are bugged, just that you are making small assumptions about the attacks having the same modifier, when they do not.
