i think what is happening is when a BH refreshes the terminals, a mission is generated on a jedi. If a BH does not take a mission and refreshes again...the missions from the previous refresh remain on the terminals, even if the jedi is offline, because they were generated when the jedi was online. once a mission is generated when a BH refreshes, that mission stays on the terms until the jedi is killed.
