Just some ideas ive been toying with.. let me know what you think
Player bounties:
What if.. when a player accumulates say -4k jabba faction jabba takes notice and decide 2 get rid of the vermin?
Jabba didnt get to where he is by letting ppl walk all over him you know.
So say you get a 40k bounty on your head and faction is set to zero upon db.

Alot of players would nodoubt declare an all out war on jabba for the thrill of it (myself included).
This would also be the case with a few other powerful factions.
Jabba/valarian missions would have to be removed from the mos eisley terminals to prevent alot of disgruntled new players.
Reputation:
A bh's reputation should precede him..
Have a ranking system of a sort with risk/reward.
If a Bh fails X amount of player missions the guild/clients will take notice.
It could start as a % drop in mission payouts and if your skill/luck doesnt change you could be refused the more prestigious jobs until you have redeemed yourself in the eyes of the guild.
Perhaps by doing some boss type npc missions or doing a player bounty for free.
Failing that you would windup on the terms urself
Why hire a failure or pay him the same as a "proper" bh?
The successful bhs would get a % increase in payouts and enjoy a place of honour within the guild.
Perhaps have the spynets ops "mention" the most successful bh that week to otherbhs when they take a mission
?
Some additional rewards for for X amounts of successful missions in a row would be nice (nothing worth "figth clubbing" over tho).
There should be some risk involved on both sides when fighting another player.

Well I think if a rebel sits in town chasing our poor stormies all over, then why not have an imp assassin mark placed on him.
That would be good.
For rebel Bh's well maybe like jedi, they could take the mission anyway knowing it's their faction (hey tough universe out there), or they could get imp "dath marks" for imps who have been killing rebel npc's.
"....."
"you're dead meat fett!"
" few have tried,.... all have failed..."
