How about this for a balancing idea, and this is just an idea
Leave Jedi exp loss alone.
Add investigation exp debt (not huge debt) if a bh is killed by their jedi mark. And only killed, no punishement if the fight is a draw or you drop the mission.
While a bh has investigation debt they can't draw jedi marks .....
It would even the playing field, give jedi a reason to fight, and add a decent challenge for the bh.

Leads to Credits and BH xp exploits.
If the all the professtion bugs were gone, the Jedi would be 1.5x stronger. Couple this with BH xp loss and you have a system not worth playing.
The challenge is catching and defeating the Jedi. Fugitives and the hunted run, that's the way it works. The Challenge is to out smart and capture them unaware.
Not everone wants to play the same game. That's why we have SF, PVP, and Jedi/BH. Play the style you like the best. If the game was custom fit to just your style, you would be the only one playing. Take the challenges presented and take pride in mastering it. With the ever changing rules of engagment, adapt and overcome. I agree they system has flaws, but war was never about playing by the rules.
