Just wanted to clarify something in case this explanation wasn't entirely clear.
When you train in Inv 1, you not only get the opportunity to hunt interplanetary bounties, but you also get skill mods for the effectiveness of your droids. At just Inv 1, you have a minimal amount of droid mods, which is why they fail so frequently. Think of it as like only having +50 weapon accuracy mods: you aren't going to hit very often.
However, at Inv 2 you still are running the same type of interplanetary bounties, but you have enough droid skill mods for them to successfully update about 99% of the time. So, if you have Inv 2, you're still running the same bounties, but your droids will work better. This alone will save you countless amounts of time in your grind.
Normally what most Bounty Hunters do is run the novice bounties (the kind that don't require any droids) and gain XP that way until they have enough to train in both Inv 1 and 2 at the same time. This way they avoid the whole nasty business of droid failures that you are now experiencing. Not only do you not have to deal with broken droids, but the novice bounties run a lot faster than the Inv 1 and 2 bounties.
At this point I'm not really sure what you should do. You could drop Inv 1 and then run the novice bounties again until you can train Inv 1 and 2 at the same time, but that would be back tracking. Or, you could just try toughing it out and keep Inv 1 but have your droids fail 1/3 of the time. I really don't know which would be faster for you, but if you're getting frustrated with broken droids, drop and re-train. The novice bounties can be completed a lot faster than the interplanetary ones, so it might just be quicker to grind those.
Unfortunately, no, there is no way to tell what CL your mark will be until you find him. As others have suggested, training in BH x444 first would help as it would bring up your CL. However, you might just want to master the secondary profession (pistoleer, rifleman, carbs, whatever) you have in mind for your finished template. You don't get to CL 54 until you master a profession, so if your marks are spawning at 57, you may need more than just BH x444.
I really hope that the only reason why it's taking you 40 minutes to find your mark is because your droids are failing so often. Once you have Inv 2, it should only take a maximum of 15 minutes, and I'd still say that is pushing it. Just in case I'm going to try giving you some tips. Forgive me if I seem condescending, but I jsut want to make sure I cover everything.
Obviously you want to make sure you are using a swoop to travel to your mark. No sense in walking everywhere anymore. JTLS will save a lot of time even with the new 1 minute shuttle waits as one load from Talus toRori is a lot quicker than one from Talus to Coro, to Naboo, to Rori. Also be sure to use shuttles from player cities (enjoy this while you can, once you start hunting Jedi you'll be banned from a lot). Your mark will tend to run in a straight line towards a NPC city from his original spawn point; so as soon as you touch down on his home planet, open ctrl v and make a blue waypoint next to his red waypoint. As soon as he starts moving you can line up the red and the blue and figure out where he's headed.
One last word of advice is to train Inv 3 as soon as possible. Don't bother saving up XP by running the Inv 1 and 2 bounties, just get Inv 3. At this level you'll get droid track, which will save of lots of time.
