If i apply it, do i have to stand still for the whole time? or can i move after it is applied and stop moving if i want to apply it again?

you have to stand there for the timer while you apply it, but not the 28 seconds its active...only need to stop again when you reapply it

You can move once you get through the warm-up

Yeah, you just have to stand still while it's in warmup; it's like Snipershot, conceal shot, cover, and aim (just to name a few Rifle ones that require warmups). Once it's done, it'll be shown in your status bar and you can continue moving around like before.
