ok im pwning this jedi and he of course starts running burst run runs out he keeps running so i pull out my swoop to go after him not letting me mount so eventually after 2 mins of waiting i start running then........to far away to mount. 
awesome then another time it took 3 minutes and i got the message cannont mount while riding a mount. and of course the jedis got to go in a house and hide. SYSTEM MESSAGE: "jedi is safe in house now, you may now get on swoop"

If you take a parwan or k-18 or your burstrun button is stuck you cant mount swoops or interact with terminals. Just hit Esc or do somethingyou cant perform toclear your combat queue (like hit knockdown recovery) then you should be able to mount.
My guess is that you were chasing him and you hit burstrun when it wasn't ready to be perfomed and it got stuck. Just hit esc.

Had that happen a few times. You have to move away from the mount a little distance, 10 meters or so, and try again.
