Bounty Hunter Archive

I just trained investigation 1 (for the fourth time in 2 years) and now am working towards 2. I could have sworn that investigation 2 required you to take missions off-planet. Well, I pick up the mission and speak to the informant and it gives me my waypoint as it did for Investigation 1 and each mission gives the same payout and BH xp. Is this working as intended?
