So when you can almost see the jedi you get the name.....Im guessing 1000 meters that's where they seem to work for me. My distance could be off. But when I can almost see the jedi is when I get the name. It doesn't help that much does it?

I don't think it's server boundaries. I had one give me a name on Dantooine from 7km away, and another later that day, also on Dantooine (not far from the first one) where I never got the name.

Well, it looks like this:
I launch a Probe Droid to get the Planet. It is e.g. Tatooine, while i am on Naboo/Kadaara. I jump into my Spaceship and travel to Mos Eisley. I spawn inside the SP and SEND A SEEKER BEFORE I DO A STEP... then i don't get a name.
When i actually walk some steps and launch a seeker then... voila... i get the name... worked always for me!

I think it's ALL random.
The first 3 mission I ever took after Pub 20 worked like a charm, just how the Devs said it would. The more missions I took, the more random the system would work. One time I got the name from the first "seek" option, the next time it took me 4 droids witht he "seek" option, then 2, then 5....it's all random to me.

Sounds pretty much like server boundaries...

I loaded up at Nym's today... sent one seeker out to "seek" and i got the name of the jedi that was 2800m away... out of the 4 missions I have done since the pub, that was the first one to work correctly.

Worked for me when I was 3200+ m out, but you could be right, there may be a certain distance the seeker starts working with a returning name.

It usually takes 2 for me to get a name.
I will stay in the city I fly into untill I get the name. I have gotten them from across the planet before.
Dont think its 1000m range.
