I am sure this issue has been adressed but I am adressing it again haha. Make it so that a bounty hunter can actually able to capture their targets. With NPCs they will need to weaken them and then have a graphic of them being tied up with wire and click on them and click on the "Claim Bounty" button and the NPC will disappear. Or when they are fighting lets say a player bounty, them be able to when the player is weak to use a wrist launcher and wrap them up. Then they have like a certian amount of time to "Claim the Bounty."
The player can not heal when they are restrained, or attack or move. When they are claimed they just go to the closest Bounty office I guess? And they are fined and loose XP? Some missions will be more if the person is dead, some will be more if they are caputred, so it will allow for a more realisic Star Wars Bounty Hunter feel and more freedom within the profession.

When you are fighting, you are doing something.
When you die, you clone and can do somthing.
If you were detained, your game play would stop. Interupting someones game play is considered griefing.
That is the sum of the arguments from the last 4 bazillion times this dead horse was beat.
