I am aware that a few people have posted that they have not been able to find a certain Spynet Operative after many attemps. I had the same problem recently and no one seemed to be able to help (not that they did not try).

When hunting a mark from template 3xxx, most Operatives will tell you you are either too high a level or that you must go and find a Neophyte handler... well finally I have found one.

Fly to Dearic on Talus and follow the wall of the starport (outside) around to the right. Eventually you will find a Spynet Op that will be able to help.

P.S there should be a Neophyte Operative in Kaadara outside the back of the cantina, but alas when I tried him he seemed to be bugged and would not answer to the converse command.

And if you look at the Spynet Op at that location and (if he is facing his normal direction) follow the path of his eyes to the building across the way, you will find another one standing there that is usable at 3XXX.

There is one in Kaadera.
The Informant list stickied here says he is for investigation 1 & 2 bt i'm grinding invest 4 and still using him.

There's one in coronet too, right by the BH term. AFAIK.
