I am curious to why we are required to have an entire column of Terrain Negotiation?
Or I guess my question could be, why we have a movement hinderance when a pistol is equipped?
Why do I run slower with a pistol than some dude carrying a big ole Battle Axe?
If we're required to have that Terrain Negotiation, shouldn't there be some benefit to it, like we can carry our gun and not have that movement hinderance?

Be grateful you only need the Scout 4xxx branch, BHs before you had to have Master Marksman and Master Scout. The Terrain Negotiation branch is needed because you need to be fast in hilly terrain to keep up with a Jedi.
You have the movement hinderance on Pistols because it is a ranged weapon. Any Melee class you fight does not have a hinderance and therefore can catch up to you and get a few hits in. If this wouldnt be the case, you could just kite any melee class until hell freezes over. Now you have to use specials to bring a melee class down to your speed or stop them in their tracks.
The advantage you get from terrain negotiation is that you can run up steep hills at amazing speeds - have you ever seen a CL 1 crafter climb a 90% slope?

I remember the days of having to have scout and marksman mastered, and I am glad that it's no longer required to have all of that. I'm not new around here, just had a thought while I was having a 'bored' moment at work.
And I guess i'm not saying remove the requirement. I just think that at the Master BH level, the hinderance should be removed.
If I'm chasing a Jedi, I have to be 35m to be able to hit. Well damn, he can hit me from that distance too, and without FR, can out run me because he has no hinderance.

If you had no weapon hinderance when wielding a ranged weapon, you would be overpowered in regular PvP because you could kite melee players, as I pointed out above. Your weapon hinderance and your terrain negotiation should be balancing each other out, so try to fight Jedi in hilly terrain.
Jedi range is 32m as far as I know, so if you stay at 35m, you cannot be hit

unfortunately, terrain negotiation doesn't balance out with my weapon.
Running side by side with a guildie who is pikeman, and within 50m she was a good 10 steps ahead....
