Well the jedi are all but extinct swg shows it.
pretty shady but without /logged proof that this was indeed a targeted harassment of the Jedi it could easily be chalked up as a very active bh guild.
and customer service stated that camping jedi out and this sort of thing they dont mess with oh ya is camping right?

again nothing can be done without solid proof. also if your friend was dying 2-3 times a day then your friend was doing something wrong, like perhaps not laying off on the vis?
I know it isnt what you want to hear but as a completed template Jedi I'm telling you any paddy that went 7 mill in the hole before completing his or her template obviously has no clue on how to play a Jedi. You can't get BH'ed unless you have vis and a prudent player would have cut his or her losses well before reaching the 7mill mark.
The mechanics for reporting harrassment are in game and the csr's have set guidelines they follow, although there is some leeway for judgement calls. You stated in your OP topic that you're not complaining... well it seems to me that you are 
Ya the situation sucks for the Jedi in question, but without proof all that can be done is a judgement made by the CSR based on what information can be retrieved from the server logs.
I hate to say it but if i was a CSR i'd probably look at your friend and say wow it sucks to be you. you bettter lay off the viz before they take you to -10 mill.
