The second guy "Big Dude" is a Selonian and yes I see them quite frequently and they come in all shapes and sizes. So far as the first one I have seen MANY creatures with ridiculously high Combat Levels - mainly on Dathomir near the village. I have also seen NPCs with Combat Levels around 200 near the Mining Outpost on Dantooine.
