The "Boss" spawn is not dependent on the $$$ value of the mission. It is random after you pull the mission. But you have to first be a Master Bounty Hunter, then it will be a random thing.
There are two types of Bosses:
- Minor Boss (15 - 20k HAM)
- Elite Boss (30k - 38k HAM).
All my nice ca's have come fom 8k marks.
That being said...i think the boss marks may or may not be connected to how much bh xp you have piled up...right after the patch i ground bh missions non stop for a week and didn't get a single boss, but i also made a few trips to the village to cash in all my xp. Since then i've banked all my bh xp and get 32k bosses all the time...but they piss me off because they take forever to kill and so far i've gotten way better loot off lowbie marks...including 2 full sets of bh armor schems, a couple good power crystals, and half a dozen nice aa's and ca's.
That would explain why I have been getting tons of loot from the start. But that seems to complicated for SoE to pull off.

I can tell you from personal experience i get either an elite mark or boss mark almost every time and i am not a master bounty hunter yet. I am only a cl79 (which i think is the main reason) and still working on invest 4. I only pull missions of 79 or 80 from the terminal. Over half of the 79 missions will be elite marks, an occational boss, the rest npcs. If i pull a 80 mission i am guaranteed to get either an elite or a boss mark. I think that only once or twice have i gotten a normal NPC.
Because i am not a master or even have invest 4, i can only assume this, but isnt it true that all the difficulty levels for the master missions are either 80 or 100. If so, i think that is the problem. My missions range from a difficulty of 75 to 80. I believe that this is the reason. When i take a mission 1 higher than my cl, i always get an elite or boss mark. This either meansi am getting better missions because i am only a cl79 or i am getting better missions because i only have invest 3, but i doubt that is it.
You may want to take a chance and drop a combat skill that is giving you a cl80 rating. This may allow you to take missions 1 higher than your cl and increase the chances of pulling a boss or elite mark. This is only a theory and if i am wrong you will have to grind back that skill, so take this for what it is worth.
Just to let you know, i fought 2 bossees last night in a row using this method. one gave me a schemetic, and AA, the other a jar of bugs. I think the drop are not effected by the type of mark at all, becuase i also fight grandma mark and she gave me a bh schemetic and reactive plating.
