First, DPS is meaningless. With the proper combintation of either CA's, speed powerups, and speed buffs, your DPS will go up DRAMATICALLY. CA's are ideal, but not required... buffs and powerups can compensate.
You're weapons don't "suck", but they are not in the upper level either. For the HC Scatter, the SAC is acceptable, but the damage is on the lower end. DPS is really meanigless. Look for a High Cap scatter over 900 damage. Second get all your weapons sliced up with damage and speed. My High Cap Scatter is 948 Max dmg, 85 SAC and 1.8 speed. But's also unsliced at the moment.
I've not much experience with the HLR since I don't own one, but the damge on it is not bad. The SAC is slightly high, you might find youself a better weapon with a Advanced Laser Rifle. You can purchase them with the same damage as T-21's but MUCH lower SAC cost for around 100k on most servers. Once you slice them up, they will be formidable indeed. The Adv Laser Rifle can be used by anyone over CL 54 also, making it ideal for an MBH with no other weapons skills.
Tactics for damaging your opponent:
You have MBH skills, ciritcal hit is excellent, but cools down slowly. While it is cooling down, you can use eye shot/placed shot. I would suggest stating the heck out of them will all y our nasty CM states. Then root them and run out to rifle range (out of their melee range) and blast away with critical hit, eye shot, placed shot. If you time it right, you can get the shots to fire one after another while the others are cooling down. This will eat up more action than the default "attack" but it's going to cause the Jedi more damage also.
In my experience with my guild MBH/MCM combo's it's more of a waiting game. With MBH and Pistol xxx4 you will NEVER be able to go toe to toe with a jedi and outdamge his ability to heal. With your template, stating will be VERY important as it cause the jedi to constanly heal the states off of them, while taking down an amount of health/action/force to do it.
I would also suggest that defensively, you run a duelist stance macro to keep it perma on (this adds 250 defense) and get yourself some high resist energy armor with an energy PSG then get it all sliced to protect against armor break.

Can't slice for SAC.
IMO - Pistols - 940dmg sub 85 sac is ideal
- Carbines - 1000dmg sub 85 sac is ideal
- Rifles - 1100dmg sub 97 sac is ideal
Speed for any ranged weapon (moded) 1.3-1.5 is ideal. Too much below 1.3 and the benefits are not really there. This came from testing with a .67 spd carbine, there is no speed cap anymore, or if there is it is below .67.
To get these stats it requires an up to snuff MWS and some loot components, let it be gorax bones or krayt tissues. Dmg cap on pistols is 966 I believe and 1050 for carbines, you can not slice over the cap. However SAC pups can take you below the min sac. My two babies are an E11mkII 1.3spd, 1046dmg, 55 sac (pup) and a czerka 1.3spd 897dmg(still waiting on final dmg slice) and 57 sac (pup) both ADK, works great for jedi.

I checked combat logs and I'm doing between 150 to 225 damage a shot, and about 475 with my crit. Are my weapons that bad? Most jedi I fight hit me for an average of 650 a shot....this means I heal 3 times more than them and chew up my mind bar. (I offset this a bit with spice, food and drinks of course). Any positive feedback would be appreciated.
MBH / MCM / Pistols 0004 is a template that needs to outlast a Jedis Force bar, dont expect to overcome a Jedi with Healer 4xxx with only Adv. Critical Shot and Ranged Shot. Pistoleer xxx4 is crowd control enabling you to regulate the distance between you and the Jedi, CM xxx4 is crowd control enabling you to decide when to do the fighting and when you need to rest and regen while the Jedi cannot do a thing, CM x4xx is for overcoming Force Infusions so the Jedi is forced to use Force Heals (higher Force cost per damage healed than Force Infusions) after you do other damage, and CM 4xxx is supposed to keep you alive long enough to outlast the Jedi. You cannot deal enough damage to wear down a Jedis health bar with that template, you need to wear down the Force bar.
The stats on my Advanced Laser Rifle, Left room for2 more slices, still waiting to get me an Illegal Core Booster:
Speed: 1.7
Damage Maxed out at 1056.
SAC: 97
Still have a bit of work to do on it yet... estimating the damage once finished to be around 1200+, throw on a PUP and your prolly looking at 1500+ (a good PUP that is). (ONLY A GUESS) Im no crafter so have no idea how it works out.
The key is find you an exceptionally good weapons crafter and a slicer. Oh ya,and get some Krayte tissues that are atleast 125 or higher. The rifle above was made with 97's, so it could have been allot better but the pesky dragons aren't spawning as much it seems, or atleast not when Im around they aren't.
