I 'd appreciate if someone can explain HOW and WHERE to Slice base to get 1 k xp per.

you dont slice them you jam the uplink on the base on yavin 4. go to the -2034 5611 on yavin 4 and theres a bounty hunter base there. Talk to the guy outfront he gives you the mission to be able to jam uplinks.

Oh, talk to an experienced player in-game of the opposite faction, and ask them to give you some wps to "PVE Bases". Not sure what's changed with the vunribility of bases, but at a certain time of day (two hour time-frame) you have the ability to "jam" the uplink terminal of that base for 1000xp. Not to familler with doing it though, last time I did it was over a year ago
