I am assuming you are taking all the right combinations of food, drink, and spice to regen that action?

Blob Candy is great for regening action, but is your pistol puped for SAC reduction? That might solve half the problem right there.

SAC on that seems ok. If you can PuP it then job done. I would definately take blob candy if you need it.
My concern is that with my weap I never have a problem with Action bar. You may have a tendency to spam specials when under pressure or over time? THe more spammin you do of the specials the more action you lose. I do not know your level of experience, but I learned this before.
Now I am MCM I try not to spam the specials otherwise I will lose mind V quickly. for pistols it is action. Only things to do would be :
1) get it Pupped
2) Buy Blob candy or ask your chef for a advice.
3) Practice some PVP and see what specials reduce your action most. I cannot say haveing never been master pistoleer.
4) look in your ctrl A skills list. check if there areany low level attacks you have missed? put them on tool bar like for instance 'ranged shot' or something similar, then root the jedi when your action is low. THis wil give you a little time for eat more food/drink heal and fire off a couple of low cost shots.
This is all I can really advise.
