Sometimes my elites hit for that also. Haven't really seen a pattern with it, and sometimes they snap out of it and start doing regular damage. I just take it as a lucky break.

Or you get those that just stare at you as you're slamming the hell out of them with Sniper Shot. (I've had a couple do that.)

I had one last nite that whupped my hide.
After cloning I left, got some better foods and went back. This time I ended up in melee range (didnt intend this, just happened due to lots of aggro mobs nearby) and smoked him good. I noticed that before at ranged he was doing 200-300 dmg a hit but in melee it was 50-150.
Dunno if it was because I was in melee (and the mark started doing some melee moves on me) or because I left planet things changed, but was definatly easier to kill in melee than ranged.
So after that I started closing in and getting on top of them to fight. None of them switched to melee but then again, none of them were elites. Gonna explore this possiblity a bit more.

I'm sure he was just using a different weapon and/or attack when you got to closer range. I wouldn't think there would be a pattern to this, that all marks will do less damage at close range.
