Jam uplink terminals in opposing faction bases... If you do spec forces bases you have to do it during the vulnerable period... once every twelve hrs I think and you have to be spec forces...
PvE bases you have to be combatant, but you can jam these uplink terms any time, if you can get by the NPC's solo...

PvP bases go "hot" every 48 hours, for three hours at a stretch. You have to be at least Investigations-2 to jam the uplink terminal, the first in a five-step process involving smugglers, bioengineers, commandos, and squad leadersto destroy an enemy base.
Also, Bounty Hunters can also gain Investigations XP by deactivating minefields.
