With the current state of BH vs Jedi missions it has gotten kind of Boring. There is really no planning in the way of what type of armor or weapons to use. The jedi use lighsabers which are engery based so a smart BH will get engery strong armor. As far as BH weapons on jedi go the type of base damange does no really matter because jedi can't wear armor. Tactics are pretty much the same for every jedi. Follow them around and when you see a moment of weakness attack. Only time a safe attack is when 1) it's a low level jedi 2) the jedi is PvE Grinding and low on force 3)Jedi is dueling a nothing jedi and about to be incapped 4)Jedi is PvPing and has been incapped you move in for the DB) 5)You show up the jedi runs away or is AFK to begin with.
With Non Jedi player missions a whole new aspect of mission planning and equiptment comes into play. More observing your target before you attack would be required. Does your target use a engery based gun or kenetic? What kind of armor does the target wear? Does the target wear armor to being with? Is the target melee or ranged? And bottom line what template is the target? Fighting a Master Smuggler Master Pistoler mark would mean he could only use Recon amor meaing weak againts kenetic and is easily kited. Fighting a MBH MRM means you don't know what type of armor he may be wearing let along what type of gun he might be using and won't be kite-able. Combat Medics would require a completly differt type of tactic.
Now given the fact that the would have the advantage and not every Non Jedi PC would expect being hunted by a BH(IBeing hunted is a fact of Jedi life) There should be some type of "warrning" shot that would let the non jedi mark now the BH is going to attack him. Maybe like the first shot Tefs the mark but no real damage is done.
2nd for a non jedi mark to know he is on the terms I would say if they check the news network terms they should receive a article about being wanted for crimes or something. This way they know there is a chance a BH will come after them and be a little more prepared(but still won't know when or where the BH will come)

as much as I like the idea, I think a lot of griefing would come of it. Need to find out how you get on the terminal before I comment.

Under the system I've been posting for a while. PvP = visability on the terms. PvP kills = reward

yeah, they also mensioned BH failures, so liek I said I would ahev to wait and see how they get there. But I think PvP would be something like when they are overt or something, hehe. Because if you can hutn them all the time even when tey are not overt, it would kill PvP real fast.

Only the Hardcore PvPers would be targeted and only if their Kill to death raito is at a given level would they be listed. Also I think if your CL is greatly higher to someone else and you kill them that should also get you listed(I am guilty of killing several level 30 and level 15 overt Rebs
serves them right)
As far as mission faliures getting you listed, I don't think that's a good idea(at least not now)

I only killed them because they attacked me after I shot their level 80 buddy(Not smart on their part) The level 80 went down in 5 shots,(did have to tripple incap him though) The level 30 was dead in 2 + the DB
