The binary liquid and protective liquid coating are dropping, they just have a VERY low % chance to drop.

from what? black sun in yaving 4? I have killed about 300+ of them, and no loot(well a few BH armor parts)

BL and PLC only drop from within the DWB. Black Sun spawns in the wild are the drops for Looted Bounty Hunter armor, and jetpack bases.
