There are certain respec credits granted with every box you surrender during a respec session (in the respec window, that is - dont ever surrender in your regular character sheet or you wont get those respec credits).
Starter professions grant basic respec credits, elite professions grant elite respec credits, and Jedi boxes grant Jedi respec credits.
You can use those respec credits you get by surrendering some skills to buy other skills. You could, for example, grind Rifleman 2220 (the weapons xp boxes) and respec to Rifleman 0004 (so you wont need to get the combat xp which is harder to get), then learn Rifleman 2224 and respec to 4004 (to save the xp you would need to get to learn tier 3 and 4 boxes). In my opinion, this is taking advantage of a poorly designed system and cheating to keep from having to grind the actual xp needed for a template, but it is perfectly legal and the system was designed in such a way.
You can trade one elite respec credit for two starter profession credits - if you dont have enough starter profession credits to learn a starter profession skill, your elite respec points will automatically be used for it. This also goes the other way around - if you dont have enough elite respec credits to learn an elite skill, twice the amount of basic respec credits is taken to learn that skill. If you dont even have those basic respec credits, you cannot learn that skill.
Jedi respec credits can be converted to elite respec credits in this way, also (and from there into basic credits), but I dont know the exchange rate.
What is not possible, however, is to convert basic or elite credits to Jedi credits. You cannot respec into Jedi skills, you can only respec out of Jedi skills or between Jedi skills.
Respec is enabled for all professions except for the Force Sensitive skills and Pilot skills.

thats pretty much the jist of it. I know there is something about elite and basic skills like master entertainer can't change those skills to so master pistolier. i think thats how it works. say you are a master medic/master doc/ other stuff, you can baicaly go to master bh/master whatever instalt. i think this is how it works

With the respec your have to have the points for it.
Lets say your are master medic and master tkm u can only use the tkm elite points for exchange for another elite profession and for the medic skills u can use that for the novice professions (Marksman,Brawler,Medic,Scout,Entertainer)
