Naw, they don't have lower level PVP bounties. No PVP bounties till Inv3. The "best" way to do it is to max out your combat skills (or near max) and then hit the terminals for marks. The problem is the system doesn't generate marks that match the BH's level, so a lvl 40 BH might be stuck with a level 70 mark. :/
