Does anyone know if I set off a bomb droid before actually attacking will it damage eligible targets (i.e. a Jedi mark)? Or do you have to be in combat for the droid to be able do damage to targets?

no, it will hurt them before you engage with regular methods.

in fact, if you try a bomb droid after you start shooting, the jedi will likely disable it before it blows up.
