Saw this on the Jedi forum. I have no way of proving its authenticity, but it seems beleivable. Dont know if its been posted before, but here it is:

Sadly, what the CSR was telling you is indeed the truth. A Bounty Hunter may hunt you as long as you are on the terminals. This is a game design for the Jedi class that you are playing which is entirely a PvP class. Action can not be taken against a customer who is using an in-game function that functions as it was intended. The same bounty hunter targeting you if you are on the terminals is not a violation of our policies. Below I have included an explanation I give to new Jedi, I hope it helps.
You may find in your travels as a Jedi that some sentient are very loyal to the Empire. Often, Jedi are whispered about in these circles as witches and warlocks, believing themselves above other life in the galaxy. Citizens of the Empire often report any sightings of Jedi to local Imperial units, who then relay these sightings to the Bounty Hunters' Guild. Should a Jedi be detected too often, the Bounty Hunters' Guild will dispatch members to investigate.
A couple of important points about such bounties: Jedi bounties are never considered 'dead or alive' contracts, but instead always mandate death; also, no more than five Bounty Hunters may claim the same contract at one time. Should such a contract be fulfilled, the Jedi's connection with the force will be lessened through the cloning process, but they will be off the Imperial and Bounty Hunter network until more sightings occur.
It should be noted that those factions friendly to the Jedi will often report less truth to the local authorities, so force use among friends is frequently safer than among enemies. This is not to say that allies will ignore the use of mysterious powers, as the Empire has ways of making even the most disloyal subjects talk...
Remember, if you are on the terminals, then you are open to attacks by any bounty hunter.

I cant believe this mail. Surely it is harrassment and griefing and ruining another player's gaming experience to complete a mission you have taken from a mission terminal, everyone knows that.
- What was the initial question asked? Was it "I got killed by a BH" or "The same BH killed me 10 times in the last 5 hours"?
- This is a pre-canned response out of the Holocron help, the CS more than likely hit a search button, copied the help text and sent the mail, instead of really reading and understanding the original mail and giving a well thought-out response.
To the original poster: It is more productive to post a link to the original thread and let discussion stay there, instead of starting the same discussions all over the place.
If you Check the Help section in the game its self it says that Hunting the same Jedi To often it does count as harassment !

I don't think it's harrassment but it's certainly frowned upon by a large majority of players.
I'm not one of them. I've had one to many hate tells to care anymore.

Wow, this thread is the most ridiculous crap I ever read. If you don't like getting hunted and killed then delete your Jedi skills. Some Jedi need to stop crying about BS like this. People like them make this game look like sh-it.
Anyways...
Harrasment is left open to interpretation. It truely resides in the individual who's feeling like they're the one being harrased whether someone says "hi", "yo !! Wha sup f'k face !!!"....or, "pwnd joo j3d3y3lololololollllll".
It's aggreable that SOE needs to publish material stating the intended roll that a Jedi character is to have within the SWG game. There needs to be emphasis placed upon the facts of Jedi being forced into PvP and hunted by Bountyhunters controled by other players.
While I support the roll of BH vs Jedi I also place a valid claim that there needs to be better literature detailing the roll a character such as this takes within a game as dynamic as Starwars Galaxies.
