Go for low SAC first - this affects how much action each shot uses. The lower the SAC the more high damage specials you'll be able to spam before your action runs out. 85 SAC is reasonable, but you really want to get down to 65ish if possible.
Max damage is the next consideration if your SAC is low enough anything from 880 max damage upwards is good.
Speed is the final consideration, but as long as your modified speed with the weapon is 1.3 or lower you won't have any problems.
DPS means nothing as it basically takes the average of min+max damage/speed so takes no account of the specials damage modifier.
A low SAC medium damage weapon will always out-damage a high-dps high-SAC weapon over time when you factor in specials as all weapons now do fixed damage dependant upon the weapons max damage and your accuracy.

I use a 1100 max dam T21 with a reinforced stock to lower the SOC to around 80, the down size is that it gives -12 acc, but having +12 acc from FS helps

For a bounty hunter I recommend the Proton Carbine. Advanced laser rifle is quite good also and scatter pistol
anything around 300 DPS, unsliced is good, a good SAC is around 85. Anything above 100 Is pretty poor.
