ive read Sticky for this but I still havent found a handler, Ive just completed Investigation 2 and have my droids ready so wheres the best place to take missions and the wp of a informant close by.

Kadarra starport. Out of the starport and turn left in a kind of circle. Keep going past the master spynet bloke on your right hand side and past the clone centre. You'll come to bazaar terminals on your left side. A little further on on your right hand side is the spynet bloke you can use all the way through inv 3 and 4. He's hidden up in the buildings alley but not hard to spot.
