I have allways wondered is Combat rating makes any difference. I'm struggling to get it higher and higher, right now I have 1380 something, will that make me a better PvP:er?

the number only matters to you man. it doesnt help your pvping

PvP rating is meaningless. One can be a formidable 1-vs-1 duelist and get 2000 PvP rating by winning duels, just to be ganked by 20 others a few times and be back at 1300. So PvP rating doesnt say anything about player skill, but more about the luck he had in avoiding gank squads. Of course, only travelling overt when in a group could also considered to be smart
