The permadeath system on live isn't very good. It imposes a very tough penalty regardless of the strength of the jedi. A jedi initiate who can barely take out a womp rat has the same risk as a 4-4-4-4 guardian.
The new system, which we don't know much about, seems to add a fairly linear and fairly weak penalty for dying.
Two assumptions:
- Jedi are to be kept rare to preserve continuity.
- Time investment alone doesn't entitle anyone to a powerful character. With power additional risk needs to be introduced.
Because of this the penalty for dying should be increasing from very low at start, to highly difficult as the jedi gets close to master.
The concept of buffers/regenerating lives is good as it introduces a management aspect on the risk factor, and allows jedi to stick out their noses and PvP now and then.
A jedi initiate shouldn't lose much at death.
A jedi padawan (or whatever) with strengths similar toa regularelite profession should perhaps "pay" 8 hours of xping (when dying beyond the buffer). This penalty is considerably tougher than the cloning/decay cost for regular professions.
A jedi knight with powers exceeding a regular elite profession should pay a considerably higher penalty (maybe 40 hours of xping) and have a smaller "buffer".
And a jedi master dying should have very little room for mistakes and a considerable penalty for dying.
The numbers don't matter. It's the concept that the penalty for dying is proportional to the jedi strength that is important. It can never be trivial, or the population limitation won't be effective. This solution also allows jedi tostop at a level of power which makes them comparable to other elite professions and then participate in PvP without an insane risk vs reward ratio, or choose to continue towards knight/master with the considerably higher risk.

Perma-Death has never ever worked in an MMO, Period.
Oh sure you can find reasons to like perma-death (IE. chalange) but in the end it equals a canceled subscrition. Which is why SOE is changing it now before there are to many jedi that are never to be seen again.

Only because it's never been implemented properly.

Petition no reinstitute permadeath but in a more jedi friendly like way. For example give em like 3-4 deaths a week than after the week it restarts

Think of a better solution. Those you mentioned aren't viable.

Sure, but all other professions get it too.

A few months ago I would have argued saber TEF's and mandatory faction. With the direction Jedi is going, I cant say that I could agree with saber TEF's/mandatory faction, however, don't get me wrong, I would not object to it.
The degree of power for a Jedi is rapidly decreasing. Imagine the reprocussions of a saber TEF these days...
Right now as it stands, 5 bh's can come for u (more if you are unlucky). If you were to have saber tefs, then 1 bh comes, with some overts. This, is certainly not the direction that Jedi needs to go.
