As far as capturing missions go:
The best thing I see to do with them is to give the BH a time-limit to get to certain waypoints along the way. So from the point of capture you have so-many seconds to get to the SP where your ship is parked.
From there you "shuttle" and have so many seconds to get to the next waypoint (which is where you'd collect your bounty).
Fail to meet either of those goals, the Jedi escapes because you took too long. No reward, no exp-loss.
Now if they wanted to make it really uber-cool, NPCs could spawn on you along the way of varying difficulty representing people trying to bust their buddy loose.
As far as non-Jedi player missions:
I wouldn't count on it...however....
In addition to the smuggler missions, why not have vis generate on ANYONE who is overt or duelling in a NPC city? Those people apparently WANT PVP, so the same gripes shouldn't be happening.
