Yeah, they are still dropping, I looted 25 pieces in the past 5 days

The Black Sun on Talus are part of a quest line. Sadly the biggest one is a Black Sun Minion and doesn't drop any armor. (killed about 80 of them trying)

where do these mormaly spawn? what planet and general location

OK...The best thing for you to do to get heaps & Heaps of BH Armor is this.
1. Go to a Rebel Recruiter & Join up.
2. Declair Your Faction.
3. Remove all armor & Weapons.
4. Travel to The Emperors Retreat & Go on in.
5. From Entering the main room, Turn LEft & enter he Elevator & go "UP".
6. On Exiting the Elevator you will find yourself in a room utterly full of Armor.
"Seriously".

less than 400m away from endor's 0,0 waypoint spawn some blacksuns, some say they drop BH armor parts, some say they don't because they are wrapped from DWB.

This is in the Rumors section of the guide.
I Can say that the answer to this is Both yes & Yes.
1. Yes they are Warped from the DWB at random.
Sometimes it will be Ghosts, or other DWB NPC's.
2. Yes armor dose spawn on some of them.
The reason for this is quite simple....
In the DWB it's self, there is a Black Sun Assassin Spawn.
This spawn is also sometimes Warped to the Surface at 0, 0 & he Dose on the odd occasion drop BH Armor, as he dose inside the bunker if you stand at the end of the hall & kill him all day long, when he respawns.
Note, that this is the only DWB that has ever dropped BH Armor to my Knowelege, all the others drop the regular DWB items, that can be used to make Mando Armor & Jetpacks, etc....
