City residents can be added to the city milita by the mayor. If anyone attacks a militia member within the city limits, the aquire a militia TEF. All other militia members can attack the TEF'd player for a period of time. It WAS 5min, but it might be 2.5 now.
The militia TEF supercedes covert/overt factional tefs whereby allowing same faction killing.

saw a jedi attacking some krayts and after he was done i asked if i could group with him, i was soon in the loop as we killed 2 krayts together, him not knowing that would eventually lead him to his demise. when the jedi was near dead while attacking the last of the group of krayts he asked me why i wasnt healing him anymore or attacking(because im a mcm) i then shota critical shot at him when he had 200 health left and sent him to a quickdeath.then he sent me a tell saying, "your good." lol good times.

not deceitful, but when those bh's attacked that dumb jedi with the jetpack... LOL
im pretty sure he got it fixed by now, but back then, they were not repairable heheh
