I am not even a master and I hit the speed cap for most of my specials ( I use fast guns also )

But if I am correct, yes you should reach the cap.

Master Pistoleer on it's own is speed 74. Your speed skill is used in the calculation like this (100 - yourSpeed)/100. So at 74 speed your weapon fires at 26% of its speed multiplied by the special move time mod. Our slowest move is Stopping Shot which has 4x time mod (also Last Ditch has this mod if you pick up Smuggler.) If you take the 4x mod and multiply that by the 26% you see the mod now becomes 1.04. So just at Master Pistoleer your stopping shot will be almost exactly the weapon's speed. If you've got some speed sliced weapons that approach 1.0 weapon speed you'll be basically at the cap. If you have slower weapons, skill tapes will bring you closer to the cap.

Let's look at the math on say a 2.5 speed (pretty slow) Republic Blaster and what you'd need to get to the 1.0 cap for Stopping Shot.

2.5 x 4 = 10 for the modified base speed for Stopping Shot on this pistol. 1 second is 10% of 10 seconds. To get 10% you'd need a Pistol Speed skill of 90. That means +16 in either skill tapes or adding Master Marksman and BH Pistols I.

Now, slap on a 33% speed powerup on that 2.5 blaster and you get a weapon speed of 1.7, then your stopping shot base speed would be 6.8. 1 second is 14.7% of 6.8 so you'd need a speed skill of 85.3 and since this game loves to rip you off in rounding you'd probably need 86.

Now if you get lucky and get a 30% speed slice on it, THEN put on the 33% speed PU, your 2.5 blaster becomes a 1.2 blaster which has a stopping shot mod of 4.8. To hit the 1 second cap for that blaster, you'd need a speed of 79, which just so happens to be Master Pistoleer + Master Marksman.

So you've got your choices. If you can get good speedslices and use speed powerups then you can get away with Master Pistoleer + Master Marksman (or +5 speed in skill tapes/armor attachments.) You can get as many skill tapes as you can get your hands on and get over 90 with skill tapes alone. You can also get BH Pistols and just throw your speed skill over 90 and get a nice damage slice and damage powerup for that 2.5 speed blaster. Obviously the BH will be hitting for more damage per second, but you've spent an extra 88 skill points above master Marksman to get that skill speed. The speed slice/skill tape route allows you to get other profs for defense stacking or whatever you like. So it's really just up to you how you want to approach the speed cap for pistoleer.

MHS have a speed modifier of +75. If they are Master Brawler, they have an addition +5 making it +80.

A basic Power Hammer has a speed rating of anywhere from 5.3 - 5.8. You will cap on speed with a modifier of +93.

An Acklay Power Hammer has a speed rating of around 5.9 - 6.2. You will cap on speed with a modifier of +94.

With a speed modifier of +100, you will cap on any weapon.

And yes...it is well worth it to invest in speed SEA's. Else, you will be hit one and a half times, for every attack you make against all melee classes except Pikeman (not equipped with speed SEA's).

Add in the -31 to -40 range mods of a Power Hammer, you basically miss one in every 3 strokes. So, you will be hit approximately 3 times for every attack you land (on the assumption that your opponent never misses).

Myserial production PH has accuracy of -5 and damage without powerup is 615 (33% damage slice). With speed cap and accuracyskill tapesPvP is very enjoyable.
