God dude, so it IS true, being a newbie on Bria blows so badly due to the economy.
I have 2 rifles both damage sliced with well over 500 min damage without a pup, my HLR is 568 unpuped, a little TOO high to be sure if it's legit or not but I also had a 686 min dmg unpuped HLR I deleted due to suspicious stats.

I craft and sell better Advanced Laser Rifles then the one you posted.
I sell them for around 2.75 million for a "not bad" version. If it's super good and pre-sliced I might notch it up to about... 3.5 million max.

heh, that an origins rifle. i almost bought that yesterday. but i found one that was 1179max for only 3.2 mil. look up ess'ence she has really good weapons and a hell of alot cheaper. if i wasnt at work id give the wp to her shop. I dont remember the stats off top of my head but its something like this

Damage: ??-1179
Accuracy Bonus: 15
Wound: 14%
Base DPS: 379 /sec
SAC: 85
thats approx what i got for 3.2 mil. i dont remember the min damage.considering throwing an adk on it.
