What im saying is I notice no difference in speed while holding a pistol or carbine.
With tapes my Pistol speed is maybe +25, while my carb speed is +65.Even with such a big difference in speed I notice no difference with either and can hit 1 per second with either weapon.

ok cool, I must say though I find it amazing that at Master Carb I need to do such a big test to see the difference in speeds on a weapon that I am mastered in and on a weapon that I barely have any expertise in.
When I hold the pistol I should notice a huge difference in speed and I dont.

You have discovered the great SOE secret - all wind down timers use the unmodified speed of the weapon for their multiplier.
This means that if your pistol and your carb have roughly the same base speed then you will notice no difference in speed. They should have used mod speed but they didn't and since the answer is complex no one seems to notice.
But you did - well done.
Doc speed buffs will change your wind-down (they change base speed) - tapes and skills do not ( they change mod speed).
So base speed is evcerything right now and mod speed means diddly. A novice fires just as fast as a master (damage modifier is diff though)
My feeling is that the DEVs can not now alter this to how it should be and this is probably the real reason why the jedi are being limited to good pearls. If they make it work how it should mean master speed for all chars would drop by a third and the DPS mod will finally be attainable. Its a dream though since they have already choked off DPS using action.
In the meantime dont waste any cash on speed tapes ![]()

cripple shot is a good snare.
charge shot is a good KD.
full auto area is a pretty good AoE damage shot.
rapid fire is an ok damage shot, not as good as leg shot but still not bad.
and supression fire is an area snare, but it only lasts 1-2 seconds so you have to spam it non stop to keep the enemies snared, good for escaping or to be used with another players AoE damage shot.
