Even though you have two KD specials you'll still only be using one as you can only KD once every 30 seconds PERIOD. So far as root being worth it - I'd have to say no. The fact is you'll find it missing a vast majority of the time and then you'll be stuck with a worthless special for 30 seconds. Your best bet is to try to go with Improved Crippling Shot from Carbineer as if this misses you can attempt to reapply it within a matter of 5 seconds or so.

Don't get me wrong though - +Root+ is a great special to have (especially in PVE) but when it comes down to it I prefer the +Snares+ over a +Root+.

I guess everything does really depend on grinding it out, and experimenting.

Besides, the Investigation grind will be a tiresome, to say the least.

Anyway, my computer is on the fritz right now, so I currently cannot access the game(it's a damn shame), but I'll be sure to test some things when I get back up and running. Thanks for your input.
