This Change will do what you have been asking for, Jedi's will be leaving Kash to grind elsewhere.

Killing NPCs

Being "stalked" by some dunderhead who thinks YOU need to go on the terminals and watches you while ungrouped so that they have something to do.

Equipping and unequipping a saber/robes in view of players/npcs not in your group.

Using LS/powers in view of players/npcs not in your group.
