My kill was in a bank area in CNET, is it possible he targeted an NPC, because I know he used FD. I went on to talk to him afterwards about it and targeting anything never came up in the conversation.

Hate to tell you, but this just isn't true... I have been a MBH / M Smuggler since the CU and FD does work in PVP. It doesn't work very often, but it most assuredly does work. I have tested it against friends, I have used it in PVP, and I have even used it in a mission against a jedi that wasn't going my way.
The reason you don't see if very often is because it isn't very effective in PVP. It usually takes me 3 tries before I can get it to work, and I'm a Master Smuggler. In PVE it normally works on the first try, but in PVP it can be very dangerous to even try it.
This has been here since the CU and it has been balanced by making it much harder to use in PVP, and I would have to say it is working as intended. This is how it should have been pre-CU, and it is one of the things that thedevsactually did a great job of balancing.
