yep, of course this isnt a bug/exploit, its to the advantage of Bounty Hunters so it couldnt possibly be against the rules. Anything that the jedi do, like running into a house is an exploit though, I'm glad you explained this to me

Seriously. The whole point of a TEF is for PvP. If you don't want to PvP, don't get a TEF, or don't play a PvP profession.
If I shoot an Imp, and they get a TEF, they shouldn't be able to run into a house, right? So that way, they can't hide in there, then run out and shoot me, then run back in, then run out and shoot me... rinse and repeat.
Jedi/BH TEF's are SUPPOSED to be working the same way. I have no idea how many times that has to be said before the Jedi get it through their heads. Right now, whenever a Jedi is even able to run into a private house with a TEF, it's a bug in the TEF system. Any Jedi that repeats this behaviour is "exploiting" a bug/glitch in the current system for personal benefit.

Did I say he was a BH himself? And that the player city we are located in is right across the bay from...you guessed it..Kaadara....?
