I have two pistols, one has .95 modified speed, the other is at 1.1 modfied speed, I can definately tell the difference.
I HIGHLY recommend speed slicing your weapon above critical slice. Critical hit is not as valuable as it seems, however it really depends on your play style. If you're just alternative critical hit and body shot then I guess just go for critical slice.. personally I like to use warning shot, intimidate, etc.. which don't really help if you get a critical hit for.

from everything ive ever heard there should be little to no differance between 1.1 and .95 pistol speed. Can anyone else comment on this?

Nobody seems to know if speed is working properly at all, but I think it does make a difference. I'll have to do some testing soon and clear this up.

I think it matters more because some timers are based on the weapons base speed rather then the weapons modified speed. So whats really going on is its the difference between 1.9x and 1.6x that is really coming into play rather then 1.1 and .95.
