- Initial Force cost

Yes and No. Some are able to using an exploit. Have had several Jedi cloak while in combat and within 5-10 meters from me.

- Upkeep Force cost dependant on number of NPCs / players within 32m.
- Cannot attack while cloaked

Yes an No. Exploit that allows one to attack while cloaked.

- Does not break when NPCs / players get within 20m
- Cannot be targeted while cloaked
- Area attacks to targets nearby do damage
- Attacking cancels cloak

Same as above, if using the exploit, they can attack and the cloak does not release.
