Mayors tend to have close contacts to other same-faction mayors, and most cities have BH banning policies. They wont ban residents of my city just because my city is banning BHs since they do the same.
Threatening the mayor or the militia after a ban probably will void any chance you had on becoming unbanned again.

we used to have this...it was called /citywarn
worked fine til someone on radiant (maybe others too) warned and db'd a csr

One city near my own has made it policy to ban everyone in my guild...some of my guildies were upset but I told them no biggie we just take our business to the next city which is about 3 minutes away by swoop! Yeah we cant use their shuttle but they lose our credits!
