He runs round and round a building until eventually my burst run runs out and I can't catch up with him. He then jumps on a speeder and speeds away. I chase him and he gets to his house which he can't get in to due to the TEF. He runs round and round the building again and I still can't burst run due to the cooldown timer. Eventually, he gets his speeder again when I am on the far side of his building and speeds off too quick for me to catch.

Sounds like you needed one more burst run to finish off your mark. Parwan nutricake is your friend. Buy anything 97pct and up on reuse timer. You will be able to burst run back to back with these...
